China International Engineering Consulting Corporation (CIECC), founded in 1982, is a leading national think tank and a central enterprise engaged in integrated engineering consulting.

By the end of 2023, CIECC had completed nearly 110,000 consulting tasks, with 160 trillion Yuan invested. It has completed the evaluation and demonstration of major national projects such as the master plan for the South-to-North Water Diversion, the Sichuan-Tibet railway, the Baihetan-Zhejiang ultra-high-voltage power transmission and the fourth line of the west-to-east gas transmission and conducted the evaluation of projects like the Ningxia-Hunan 800 kV ultra-high-voltage direct current transmission and the China-Russia Far East natural gas pipeline (Hulin-Changchun). CIECC has fostered greater technological self-reliance and self-improvement by carrying out the evaluation and demonstration of major technological infrastructure, advanced manufacturing, modern service industry, the east-data-west-computing project, artificial intelligence, integrated circuit, quantum communication, hydrogen energy innovation and application, BeiDou applications, leading instrumentation projects, and key technology breakthroughs. In advancing national and regional strategies, it has undertaken the project pool selection for the Yangtze River Delta integration and the Yellow River Basin’s high-quality development, completed the industrial distribution project of the Xinjiang Production and Construction Corps’ southward development and engaged in the consulting of the Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing and Hainan free trade ports. In supporting the fulfillment of national plans, the company has made mid-term project appraisals in the National 14th Five-Year Plan, evaluated the implementation of the Outline of the Development Planning for the Yangtze River Economic Belt, and studied the distribution of central enterprises’ emerging strategic industries, offering recommendations for accelerating the advancement of key projects in the 14th Five-Year Plan. It has implemented the carbon peaking and carbon neutrality strategy plan of the Central Committee of the Communist Party of China (CPC), participated in the research of the national 1-plus-N dual-carbon policy framework and the resource and environmental calendars, and accomplished consulting and demonstration tasks like the ecological remediation of the Yangtze River Economic Belt and the ecological restoration and protection of the middle and upper reaches of the Yarlung Zangbo River.

CIECC has also benefited from the high-caliber talent team and a huge pool of experts. Of over 5,000 employees, there are 1,200 people engaged in consulting. Among them, 95% hold a master’s degree or above, nearly 70% have senior titles, 50% possess various types of qualifications, and 28 of them have been granted special allowances by the State Council.
