作为全球首个以进口为主题的国家级展会，自首届举办以来，进博会已连续8年被写入国务院政府工作报告，每年都得到社会各界高度关注。第八届进博会将于2025年11月5日至10日在国家会展中心（上海）举办。

As the world's first national-level expo focusing on imports, the China International Import Expo (CIIE) has been featured in the annual Report on the Work of the Government every year since 2018. It attracts significant attention from various sectors of society each year. The 8th CIIE is set to take place at the National Exhibition and Convention Center (Shanghai) from Nov 5 to 10, 2025.

2025

稳定对外贸易发展。加大稳外贸政策力度，支持企业稳订单拓市场。优化融资、结算、外汇等金融服务，扩大出口信用保险承保规模和覆盖面，强化企业境外参展办展支持。促进跨境电商发展，完善跨境寄递物流体系，加强海外仓建设。拓展境外经贸合作区功能，发展中间品贸易,开拓多元化市场。支持内外贸一体化发展，加快解决标准认证、市场渠道等方面问题。推动服务贸易创新发展，提升传统优势服务竞争力，鼓励服务出口，扩大优质服务进口。培育绿色贸易、数字贸易等新增长点，支持有条件的地方发展新型离岸贸易。高质量办好进博会、广交会、服贸会、数贸会、消博会等重大展会。推进智慧海关建设与合作，提升通关便利化水平。

We will work for stable development of foreign trade. We will bolster policies for stabilizing foreign trade and support enterprises in securing orders and exploring new markets. We will improve financial services related to financing, settlement, and foreign exchange, expand the scale and coverage of export credit insurance, and provide more support to enterprises participating in and organizing exhibitions abroad. We will promote cross-border e-commerce by improving logistics services for cross-border delivery and boosting development of overseas warehouses. We will expand the functions of overseas economic and trade cooperation zones, boost trade in intermediate goods, and help diversify markets. We will support the integrated development of domestic and foreign trade and work faster to address issues concerning standards, certification, and market channels. We will promote innovation-driven development of trade in services and enhance the competitiveness of services where we have long held an edge. We will encourage export of services and increase the import of quality services. We will cultivate new growth drivers, such as green trade and digital trade, and support localities where conditions permit in developing new types of offshore trade. We will host major trade events to high standards, such as the China International Import Expo, the China Import and Export Fair, the China International Fair for Trade in Services, the Global Digital Trade Expo, and the China International Consumer Products Expo. We will promote Smart Customs development and cooperation to further simplify customs clearance procedures.

2024

推动外贸质升量稳。加强进出口信贷和出口信保支持，优化跨境结算、汇率风险管理等服务，支持企业开拓多元化市场。促进跨境电商等新业态健康发展，优化海外仓布局，支持加工贸易提档升级，拓展中间品贸易、绿色贸易等新增长点。积极扩大优质产品进口。完善边境贸易支持政策。全面实施跨境服务贸易负面清单。出台服务贸易、数字贸易创新发展政策。加快内外贸一体化发展。办好进博会、广交会、服贸会、数贸会、消博会等重大展会。加快国际物流体系建设，打造智慧海关，助力外贸企业降本提效。

We will work to steadily increase the volume and raise the quality of foreign trade. We will intensify support for import and export credit and export credit insurance and improve cross-border settlements, risk management for foreign exchange, and other services; we will support businesses in diversifying overseas markets. We will promote the healthy development of cross-border e-commerce and other new forms of business. Efforts will be made to optimize the layout of overseas warehouses, facilitate the upgrading of the processing trade, and increase new growth drivers for foreign trade, including trade in intermediate goods and green trade. Imports of high-quality goods will be boosted. Policies to support border trade will be improved. We will fully apply the negative list for cross-border trade in services and adopt policies to promote innovative development of trade in services and digital trade. We will promote coordinated development of domestic and foreign trade. Major trade events will be hosted, such as the China International Import Expo, the China Import and Export Fair, the China International Fair for Trade in Services, the Global Digital Trade Expo, and the China International Consumer Products Expo. We will move faster to build an international logistic services system, carry out the Smart Customs initiative, and help foreign trade enterprises lower costs and boost efficiency.

2023

推动进出口稳中提质。加大出口退税、信保、信贷等政策支持力度，企业出口退税办理时间压缩至6个工作日以内。优化外汇服务。发展外贸新业态，新设152个跨境电商综试区，支持建设一批海外仓。发挥进博会、广交会、服贸会、消博会等重大展会作用。推进通关便利化，进口、出口通关时间分别压减67%和92%，进出口环节合规成本明显下降。关税总水平从9.8%降至7.4%。全面深化服务贸易创新发展试点，推出跨境服务贸易负面清单。

Imports and exports were kept stable, and their quality was improved. We intensified policy support in terms of export tax rebates, credit insurance, and credit loans and cut the time for processing export tax rebates to less than six working days. Foreign exchange services were improved. We developed new forms of foreign trade, built 152 new integrated pilot zones for cross-border e-commerce, and supported the establishment of overseas warehouses. Major trade events such as the China International Import Expo, the China Import and Export Fair, the China International Fair for Trade in Services, and the China International Consumer Products Expo delivered positive results. We simplified customs clearance procedures and reduced the clearance time for imports and exports by 67 percent and 92 percent, respectively, bringing about a significant reduction in related compliance costs. The overall tariff level fell from 9.8 percent to 7.4 percent over the five years. We advanced trials for innovative development of trade in services across the board and adopted the negative list for cross-border trade in services.

2022

深化共建“一带一路”务实合作。加大稳外贸稳外资力度，成功举办进博会、广交会、服贸会及首届消博会等重大展会。新增4个服务业扩大开放综合试点，推出海南自由贸易港开放新举措。

We deepened practical cooperation to jointly advance the Belt and Road Initiative. Efforts to ensure stable performance in foreign trade and investment were intensified. We successfully hosted a number of major expos, including the China International Import Expo, the China Import and Export Fair, the China International Fair for Trade in Services, and the first China International Consumer Products Expo. Comprehensive trials for further opening up of the services sector were expanded to four more areas, and new measures for developing the Hainan Free Trade Port were adopted.

2021

坚定不移推进改革开放，发展活力和内生动力进一步增强。深入推进“放管服”改革，实施优化营商环境条例。共建“一带一路”稳步推进。海南自由贸易港建设等重大举措陆续推出。成功举办第三届中国国际进口博览会、中国国际服务贸易交易会。推动区域全面经济伙伴关系协定签署。完成中欧投资协定谈判。维护产业链供应链稳定，对外贸易和利用外资保持增长。

We continued to advance reform and opening up and further boosted the vitality and momentum of development. We furthered reforms to streamline administration and delegate power, improve regulation, and upgrade services; and the Regulations on Improving the Business Environment were implemented. Steady progress was achieved in the joint pursuit of the Belt and Road Initiative (BRI). Major measures to develop the Hainan Free Trade Port and other major initiatives were launched. The third China International Import Expo and the China International Fair for Trade in Services were hosted successfully. China played an important role in the signing of the Regional Comprehensive Economic Partnership Agreement, and it concluded negotiations on an investment agreement with the European Union. China’s industrial chains and supply chains were kept stable. And its foreign trade and utilized foreign investment posted steady growth.

推动进出口稳定发展。优化调整进口税收政策，增加优质产品和服务进口。加强贸易促进服务，办好进博会、广交会、服贸会及首届中国国际消费品博览会等重大展会。推动国际物流畅通，清理规范口岸收费，不断提升通关便利化水平。

We will promote steady growth of imports and exports. We will improve and adjust import tariff policies and increase imports of quality products and services. Trade promotion services will be improved, and good preparations will be made for holding major trade events such as the China International Import Expo, the China Import and Export Fair, the China International Fair for Trade in Services, and the first China International Consumer Products Expo. We will work to ensure smooth international logistics services, overhaul and standardize port charges, and further simplify customs clearance.

2020

促进外贸基本稳定。围绕支持企业增订单稳岗位保就业，加大信贷投放，扩大出口信用保险覆盖面，降低进出口合规成本，支持出口产品转内销。加快跨境电商等新业态发展，提升国际货运能力。推进新一轮服务贸易创新发展试点。筹办好第三届进博会，积极扩大进口，发展更高水平面向世界的大市场。

We will stabilize the overall performance of foreign trade. To help businesses get more orders and keep their employees on, we will increase credit supply, extend the coverage of export credit insurance, lower compliance costs for imports and exports, and support the domestic sale of export products. We will accelerate the growth of cross-border e-commerce and other new forms of business, and enhance our international shipping capacity. We will advance a new round of trials for innovative development of trade in services. We will make good preparations for the third China International Import Expo, work actively to expand imports, and foster a large globally-oriented market of higher standards.

2019

改革开放取得新突破。重点领域改革迈出新的步伐，市场准入负面清单制度全面实行，简政放权、放管结合、优化服务改革力度加大，营商环境国际排名大幅上升。对外开放全方位扩大，共建“一带一路”取得重要进展。首届中国国际进口博览会成功举办，海南自贸试验区启动建设。

New breakthroughs were made in reform and opening-up. New progress was made in reform in key fields. The negative list system for market access was put fully into effect. Reforms to streamline administration and delegate power, improve regulation, and upgrade services were intensified, and our business environment rose significantly in international rankings. Opening up was expanded on all fronts, and joint efforts to pursue the Belt and Road Initiative (BRI) made significant headway. The first China International Import Expo was a success. Work began on building the China (Hainan) Pilot Free Trade Zone.

We will promote stable and higher quality growth of foreign trade. We will work to diversify export markets. We will expand the coverage of export credit insurance, and reform and improve support policies for new forms of business such as cross-border e-commerce. We will encourage innovative development in service trade, guide the transformation and upgrading of processing trade and its shift to the central and western regions, and give better play to the role of integrated bonded areas. The import mix will be improved and imports will be actively expanded. We will host the second China International Import Expo. We will step up efforts to facilitate customs clearance.

2018

巩固外贸稳中向好势头。扩大出口信用保险覆盖面，整体通关时间再压缩三分之一。改革服务贸易发展机制，培育贸易新业态新模式，推动加工贸易向中西部梯度转移。积极扩大进口，办好首届中国国际进口博览会，下调汽车、部分日用消费品等进口关税。我们要以更大力度的市场开放，促进产业升级和贸易平衡发展，为消费者提供更多选择。

We should consolidate the healthy trend toward stable growth in foreign trade. We should expand the coverage of export credit insurance, and shave another third off the total time taken for customs clearance. We should reform the mechanism for developing trade in services. We should foster new forms and models of trade. We should encourage processing trade to shift to the central and western regions. We should actively expand imports, will host the first China International Import Expo, and should lower import tariffs on automobiles, some everyday consumer goods, and so on. We should open our market wider to promote industry upgrading and more balanced development of trade, and to provide Chinese consumers with a broader range of choices.
