It is a great pleasure to be here with so many old and new friends as we celebrate the 77th anniversary of the founding of the People’s Republic of China. A very warm welcome to all our distinguished guests. I would like to express my heartfelt appreciation to friends from all sectors who have consistently supported China’s development and contributed to the friendship between China and New Zealand.

新中国77年取得的辉煌成就，是在中国共产党领导下一代又一代中国人民接续奋斗的结果。中国共产党成立105年来，始终坚守为中国人民谋幸福、为中华民族谋复兴的初心使命。从旧中国的满目疮痍、积贫积弱，到如今的繁荣富强、国泰民安，中国共产党团结带领人民自力更生、艰苦奋斗，创造了经济快速发展和社会长期稳定两大奇迹，实现了从一穷二白到世界第二大经济体的历史性跨越。站在新的历史起点上，中国式现代化阔步前行，不仅深刻改变了中国，也深刻影响了世界。

The remarkable achievements of the People’s Republic of China over the past 77 years are the fruits of sustained efforts of the Chinese people, generation after generation, under the leadership of the Communist Party of China. Over the 105 years since its founding, the CPC has remained true to its mission of pursuing happiness for the Chinese people and rejuvenation for the Chinese nation. From the devastation and destitution of the old China to the prosperous and dynamic China we see today, the CPC has united and led the Chinese people in relying on our own efforts and hard work, to bring about the remarkable duo miracles of sustained rapid economic growth and long-term social stability. China has made the historic leap from a country that was impoverished and underdeveloped to the world’s second-largest economy. Standing at a new historical starting point, China is advancing along its path to modernization, profoundly transforming the country while having a far-reaching impact on the world.

过去五年，中国经济年均增长5.4%，对世界经济增长的贡献率保持在30%左右。面对复杂严峻、动荡不定的国际环境，中国经济在风浪中稳健前行，展现出强大韧性和巨大潜力。2026年上半年GDP增量3.6万亿元，是近五年同期最大增量；上半年进出口总额历史同期首次突破25万亿元，中国继续稳居全球货物贸易第一大国地位。

Over the past five years, China’s economy has grown at an average annual rate of 5.4%, contributing around 30% to global economic growth. Amid a challenging and volatile global environment, the Chinese economy has continued to move forward steadily, demonstrating strong resilience and enormous potential. In the first half of 2026, China’s GDP grew by RMB 3.6 trillion, the largest increase for the same period in the past five years. Total imports and exports surpassed RMB 25 trillion, a record high for the first half of a year, further consolidating China’s position as the world’s largest trader in goods.

中国研发人员总量和专利申请量连续多年位居世界第一，新能源汽车年产销突破1600万辆，占全球比重超过60%。高铁让千里之遥化为咫尺之途，人工智能赋能千行百业，机器人已从工业生产线逐步走入日常生活，科技进步正在切实转化为老百姓触手可及的获得感。

China has ranked first in the world for many consecutive years in the number of R&D personnel and patent applications. Annual production and sales of new energy vehicles have exceeded 16 million, accounting for more than 60 percent of the global total. High-speed rail has brought distant destinations within easy and predictable reach. Artificial intelligence is transforming industries across the board, while robots are gradually making their way from factory floors into people’s everyday lives. Advances in science and technology are increasingly delivering tangible benefits that people can genuinely feel and see.

与此同时，中国坚定不移推进高水平对外开放，兼顾自身之需与世界之盼，不仅造福本国人民，也为世界各国特别是全球南方国家提供了广阔市场机遇。中国的“十五五”规划既是中国自身的发展蓝图，也是面向世界的合作清单。中国已成为160多个国家和地区的主要贸易伙伴，进博会、广交会、服贸会、链博会等重大展会持续为世界各国搭建经贸合作平台。

At the same time, China is firmly advancing high-standard opening up, seeking to meet both its own needs and the expectations of the wider world. This not only benefits the Chinese people but also provides vast opportunities for countries around the world, particularly countries in the global south. China’s 15th Five-Year Plan is both a blueprint for China’s own development and a cooperation list open to the world. China has become a major trading partner of more than 160 countries and regions. Major expos such as the China International Import Expo, the Canton Fair, the China International Fair for Trade in Services, and the China International Supply Chain Expo continue to build platforms for economic and trade cooperation among countries worldwide.

除此之外，中国正朝着构建人类命运共同体的目标不断迈进，积极推进全球发展倡议、全球安全倡议、全球文明倡议和全球治理倡议，为促进世界和平与繁荣贡献中国力量。

On top of those, China is contributing to broader world peace and prosperity by advancing the four Global Initiatives on Development, Security, Civilizations and Governance, towards building a global community of shared future for humanity.

女士们，先生们，朋友们，

Ladies and gentlemen, friends,

出使新西兰近五年来，我亲眼见证中新关系不平凡的发展历程。面对疫情冲击和复杂国际形势，在两国领导人的战略引领、各界人士的共同努力下，中新关系保持健康稳定发展势头，长期走在中国同发达国家关系前列，既造福两国和两国人民，也为维护国际和地区和平稳定、发展繁荣作出了积极贡献。回顾这些来之不易的成就，主要得益于以下四个方面。

Over the past nearly five years, as Ambassador to New Zealand, I have had the privilege of witnessing first-hand the extraordinary journey of China-New Zealand relations. Despite the challenges posed by the COVID-19 pandemic and a complex international environment, China-New Zealand relations have maintained a healthy and steady momentum of development under the strategic guidance of our leaders and through the joint efforts of people from all walks of life in both countries. Our bilateral relations have long been at the forefront of China’s relations with developed countries. They have brought tangible benefits to our two countries and peoples, while contributing to peace, stability, development, and prosperity in the region and beyond. Looking back, these hard won achievements have been made possible by four key drivers.

一是得益于高层交往的引领定向。中新高层及各领域交往保持良好势头，政治互信不断深化。自我出任大使以来，除2022年由于疫情因素外，双方每年至少实现一次高层访问。2023年，时任新西兰总理希普金斯访华。2024年，李强总理访新。2025年，新西兰总理拉克森访华。2025年12月至2026年4月间，赵乐际委员长与布朗利议长在短短五个月内实现互访。两国外长和多位部长多次互访，并在出席全球和地区性会议期间举行会晤。除此之外，外交、经贸、气变等各领域对话合作机制日益成熟。纵观两国关系发展，中新始终相互尊重、携手前行，开创了中国同西方发达国家关系中多项“第一”，成为不同社会制度、历史文化、发展阶段国家合作共赢的成功典范。

The first driver is the strategic guidance of high-level engagement. Exchanges between the leaders of China and New Zealand and across a wide range of fields have continued at pace, with political mutual trust steadily deepening. Since my arrival as Ambassador, we have had at least one top-level visit either way in each year except for 2022, when we were still coming out of Covid. In 2023, then PM Hipkins visited China. In 2024, Premier Li Qiang visited New Zealand. In 2025, PM Luxon visited China. And between December 2025 and April 2026, Chairman of the Standing Committee of the National People’s Congress Zhao Leji and Speaker Gerry Brownlee exchanged visits in the short space of five months. Our Foreign Affairs and other Ministers have either exchanged visits or met on the sidelines of global or regional meetings multiple times. In addition, dialogue and cooperation mechanisms covering foreign affairs, trade and economic cooperation, climate change, and other areas have become increasingly institutionalized and effective. Throughout our relationship, China and New Zealand have worked together to move forward on the basis of mutual respect. We have achieved a number of “firsts” in China’s relations with Western developed countries, making our partnership a fine example of cooperation between countries with different political and social systems, histories and cultures, and levels of development.

二是得益于经贸合作的互利共赢。归根结底，这源于两国经济的高度互补性。同样重要的是，双方都致力于为两国人民创造和拓展更多机遇，不断增进民生福祉，两国共同利益的蛋糕也由此越做越大。中国连续14年稳居新西兰最大贸易伙伴和出口市场。2025年，双边贸易额超过420亿新西兰元，货物贸易额超过新西兰与其第二和第三大市场货物贸易额的总和。新西兰优质乳制品、肉类、水果等深受中国消费者喜爱，中国电动汽车、锂电池、光伏、人工智能和机器人产品也为新西兰绿色和智能转型提供了高质量、高性价比的解决方案。中国目前正在为新西兰建造的两艘柴电混合动力渡轮，兼具经济和环保效益，进一步彰显两国务实合作的丰硕成果。

The second driver is economic and trade cooperation to mutual benefit. This has been powered, at a fundamental level, by the complementary nature of our economies. But no less important is the commitment on both sides to maximize the opportunities and benefits accordingly for our peoples. As a result, the pie of shared interests between the two countries has kept growing. China has been proudly New Zealand’s largest trading partner and largest export market for 14 consecutive years. In 2025, bilateral trade exceeded NZ$42 billion, with trade in goods alone surpassing the combined value of New Zealand’s next two biggest trading partners. New Zealand’s high-quality dairy, meat, fruit products are appreciated by Chinese consumers. Meanwhile, China’s electric vehicles, lithium batteries, photovoltaic products and increasingly AI and robotics are helping provide high-quality, cost-effecive solutions for New Zealand’s green and smart transitions. The two diesel-electric hybrid ferries being built for New Zealand in China integrate economic efficiency with environmental benefits, further showcasing the benefits of practical cooperation between our two countries.

三是得益于社会各界和跨党派人士对中新关系的广泛支持。两国人民的情谊在路易·艾黎精神薪火相传中成长，在签证便利带来的人员往来中流动，在43对友好城市的地方交流中积淀，在教育、旅游、青年交往中延展。中国人民素来对新西兰抱有美好印象和情感，亚新基金会民调也显示新西兰民众对华好感度不断上升。我们欣慰地看到，尽管两国关系中偶尔出现杂音，但新西兰各界人士对两国关系的支持仍占据主流，主张以理性、友好、合作的态度推动两国关系发展。中新友好的根基日益牢固、愈发深厚。

The third driver is the broad-based support for the relationship across all sectors of society, and across political parties. Nurtured by the enduring legacy of Rewi Alley, the friendship between our two peoples has flourished with the increase in people-to-people exchanges facilitated by easier visa arrangements, fostered through the bonds between our 43 pairs of sister cities, and deepened through cooperation in education, tourism and exchanges among young people. The Chinese people hold immense good will towards New Zealand and its people. Likewise, a survey by the Asia New Zealand Foundation also shows that sentiments toward China among New Zealanders have increasingly warmed. We are heartened to see that amidst and sometimes despite occasional dissonance in the relationship, people here in this country have voiced their overwhelming support for reason, friendship and cooperation. The foundation for friendship between our two countries is becoming ever stronger and more solid.

四是得益于妥处分歧。中新之间没有历史恩怨纠葛，没有根本利益冲突，应该把彼此视为机遇和伙伴，而不是挑战或威胁。双方应继续以对话增互信、以协商化分歧，尊重彼此核心利益和重大关切，共同推动中新全面战略伙伴关系行稳致远。

The fourth driver is the proper management of differences. There are no historical grievances nor fundamental conflicts of interest between China and New Zealand. We have every reason to view each other as opportunities and partners, rather than challenges or threats. The two sides should continue to build mutual trust through dialogue, resolve differences through consultation, respect each other’s core interests and major concerns, and jointly advance the China-New Zealand Comprehensive Strategic Partnership on a steady and sustained path forward.

展望未来，中新关系的前景无比广阔。尽管国际形势和两国自身都在发生巨大变化，但也正因为这些变化，两国的共同利益在不断增加。中方对两国关系的承诺没有改变，愿继续视新方为好朋友和重要合作伙伴，本着相互尊重、彼此包容、聚焦合作、造福人民的宗旨，与新方一道共同努力，落实好两国领导人达成的重要共识，增强政治互信，便利人员往来，推进各领域务实合作，推动两国关系迈上新台阶，更好造福两国和两国人民。

Looking ahead, I firmly believe that China-New Zealand relations have a bright future.  Notwithstanding the profound changes in the international landscape and in our two respective countries, and also because of these changes, our common interests will only continue to grow. China’s commitment to the bilateral relationship has not changed. China would wish to continue to regard New Zealand as a good friend and an important partner for cooperation. Guided by the principles of mutual respect, inclusiveness, cooperation, and benefits to the peoples, we stand ready to work with New Zealand to implement the important common understandings reached by our leaders, strengthen political mutual trust, facilitate people-to-people exchanges, deepen practical cooperation across all fields, and take our bilateral relationship to new heights, bringing greater benefits to both countries and particularly our peoples.

从高层交往到民间往来，从经贸合作到文化交流，这些难忘的瞬间与真挚的温度，汇成我近五年来最珍贵的记忆，也汇成中新关系最坚实的底色。

From high-level exchanges to people-to-people engagement, and from economic and trade cooperation to cultural exchanges, we have shared many unforgettable moments over the past five years. The warmth and sincerity that accompanied these moments have become some of my most cherished memories, and have also helped to forge the enduring foundation of the China-New Zealand relationship.

借此机会，我要向新西兰政府和人民近五年来给予我和使馆的支持与帮助表示衷心感谢，向所有为中新友好事业默默奉献的朋友们致以崇高敬意。无论我身在何处，都将永远珍视这份友谊，永远做中新友好的坚定支持者。

I would like to take this opportunity to express my heartfelt gratitude to the Government and people of New Zealand for the support and assistance they have extended to me and to the Embassy during my years of service in New Zealand. I also wish to pay tribute to all those who, in their own ways and often quietly, have devoted themselves to advancing friendship between China and New Zealand. Wherever I may be, I will always cherish this friendship. I will always remain a steadfast supporter of the friendship between China and New Zealand.

我希望并相信，大家会像支持我一样继续支持新任大使的工作。期待双方继续携手努力，共同续写两国关系的新篇章。

I hope and trust that the friendship and goodwill you have shown me will continue to be extended to my successor, and that together the two sides can write many new chapters in our relations in the years and decades ahead. 

我也同时兼任驻库克群岛和纽埃大使，我愿借此机会，向这两个美丽的太平洋岛国政府和人民给予我的支持表示衷心感谢。在相互尊重、共同发展的基础上，中国同库克群岛和纽埃的伙伴关系不断取得进展、结出实实在在的成果，我对此同样深感欣慰。

As I also double as Ambassador to the Cook Islands and Niue, may I also take the opportunity to express my deep appreciation to the governments and people of these two beautiful Pacific Island countries for the support they have extended to me. It gives me no less consolation to see the progress with concrete results in the partnership of mutual respect and common development between China and the Cook Islands and between China and Niue.

Ladies and gentlemen, dear friends,

在惠灵顿的近五年里，我听过很多人说过这样一句话，“好天气时的惠灵顿无可比拟”。确实，这座城市的风雨全球闻名，可也正因风雨，我在这里见到了最灿烂的阳光和彩虹。晴天值得珍惜，风雨更需同行。面对日益增多的全球性挑战，我们的命运更加紧密相连。愿我们不以山海为远，不因风浪却步，共同驶向更加光明的未来。

Over the nearly five years I have spent in Wellington, I have heard many people say, “You can’t beat Wellington on a good day.” Indeed, Wellington is world-renowned for its wind and rain. Yet it is perhaps because of those winds and rains that I have also witnessed here some of the most brilliant sunshine and rainbows. We cherish the sunshine when the skies are clear, but when the winds and rains come, it is all the more important that we watch for and support each other and weather the storm together. In the face of rising global challenges, our destiny has become more, rather than less interconnected. May mountains and seas never keep us apart, and may winds and waves never hold us back. Let us join hands, brave the journey together, and sail toward a brighter shared future.

再过几天，就是中华民族传统节日中秋节了。我也借此机会向今天出席的侨界朋友们，并通过你们向所有在新西兰的华侨华人致以节日的问候和祝福。祝大家中秋快乐，阖家团圆、幸福！
