On the morning of November 6, 2022, the Parallel Session on Business Integrity and Compliance for the Belt and Road of the 5th Hongqiao International Economic Forum (Hongqiao Forum) was held at the China National Convention Center (Beijing). Representatives from the National Development and Reform Commission, the Ministry of Commerce, the Ministry of Justice and other relevant government departments, the leaders from the Asian Infrastructure Investment Bank, the leaders from China State Construction Engineering Corporation, Commercial Aircraft Corporation of China, Ltd. and Shougang Group, experts and scholars from Tsinghua University, Beijing Normal University, China University of Political Science and Law and the Russian HSE University and other universities attended the forum.

The keynote speech section was moderated by Professor Song Wei, Deputy Director of Beijing Integrity Construction Research Base. Zhai Dongsheng, Director of the Belt and Road Construction Promotion Center of the National Development and Reform Commission, introduced how to promote high-quality joint construction of the “Belt and Road” Initiative from the perspective of corporate integrity and compliance. Yu Rong, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Committee of the Chinese Academy of International Trade and Economic Cooperation of the Ministry of Commerce, summarized the institutional construction and practical exploration of corporate integrity and compliance carried out by the Ministry of Commerce in recent years.

Yu Rong, Deputy Secretary of the Party Committee and Secretary of the Discipline Inspection Committee of the Chinese Academy of International Trade and Economic Cooperation of the Ministry of Commerce, delivered a keynote speech

Andrew Mendoza (online), a consultant from the Integrity Bureau of the Asian Infrastructure Investment Bank (AIIB), shared with the audience the strategic positioning and implementation plan of the AIIB in terms of integrity and compliance. Professor Konov, Director of the Center for Anti-corruption Studies at the Russian State HSE University, analyzed relevant cases of Russian companies in the course of their cross-border operations and introduced the initiatives of the government and companies in the country in the field of corporate integrity and compliance.

Zhao Zhao, former head of the discipline inspection team of China State Construction Engineering Corporation, summarized how to effectively enhance the company’s ability and level of integrity and compliance in the governance of its overseas business based on the characteristics of the Group’s extensive overseas business. Zhao Jiufang (online), member of the Standing Committee of the Party Committee and Secretary of the Discipline Inspection Committee of Commercial Aircraft Corporation of China, Ltd. (COMAC), delivered a keynote speech on the exploration and practice of integrity and compliance construction of COMAC. Wang Xiumei, Professor of the Law School of Beijing Normal University and Director of the Research Center on Cooperation Regarding Persons Sought for Corruption and Asset Recovery in G20 Member States, gave a speech on “Transnational Business Crime Governance and Corporate Integrity and Compliance Building”. Dr. Liu Yi from the Institute of Discipline Inspection and Supervision of Tsinghua University shared his views on how to effectively conduct corporate integrity and compliance assessments and offered specific advice on how to better strengthen corporate integrity and compliance.

The roundtable session was moderated by Professor Shi Zhiqin, Executive Dean of the One Belt-One Road Strategy Institute, Tsinghua University. Professor Ma Gengxin, Civil, Commercial and Economic Law School, China University of Political Science and Law, Lou Ying, General Manager of Legal Compliance Department, China Post Life Insurance Company Limited, Guo Nan, Chief Compliance Officer of Northeast Asia, Ericsson (China) Mobile Communications Company Limited, and Zhou Han, Founder and General Manager of Beijing GX Compliance Co. Ltd. conducted in-depth exchange on the risks, challenges and countermeasures of corporate integrity and compliance management against the background of the “Belt and Road” Initiative, and put forward targeted countermeasures and suggestions for how enterprises should carry out integrity and compliance construction in the next step.
