大家好，我是高志凯，我是全球化智库副主任，苏州大学讲席教授。我很高兴机会能够参加今年的第八届虹桥国际经济论坛，就相关问题跟大家交换意见。当前的世界局势非常的复杂，不仅在和平与战争层面，全人类正面临着很大的挑战。我们也看到在有些国家保护主义抬头，并且他们对自由贸易对于国际秩序都提出了严重的挑战。与此同时，人类也急迫要讨论如何重构国际贸易秩序。如何确保全球南方国家就世界各种各样的重大问题，包括全球的贸易问题，更好地发出他们的声音，更好地确保全球南方国家的利益得到根本的维护。

另外，大家都知道人工智能正带来席卷全球的根本性的变化。如何确保世界没有人工智能鸿沟，而且要确保世界各国都能够充分地参与到这场人工智能所带来的变化之中，这些都需要全人类的广泛的参与。我认为虹桥国际经济论坛提供了一个难得的机会，使得我们来自于世界各国的代表们进行沟通，探讨各种各样的可能性。确保世界继续能够捍卫自由贸易，捍卫和平，促进全人类的稳定的发展，避免战争。我认为这些都是全人类所面临的最关键的问题和挑战，而这恰恰跟中华人民共和国主席习近平先生所提出的全球治理倡议密切相关。倡议给全人类就当前世界所面临的重大的问题如何集思广益，提出更好的解决方法。解决全人类面临的急迫解决的问题，提供了非常好的思路和指引。

我真诚祝愿第八届虹桥国际经济论坛圆满成功，我期待着在上海跟大家再见。就这些重大的问题跟大家切磋交流，推动世界和平，推动捍卫自由贸易，推动全人类的根本的利益得到更好的保护。谢谢大家。

Hello everyone, my name is Victor GAO, Esq. I am Vice President of the Centre for China and Globalisation (CCG), and a Chair Professor at Soochow University. I am delighted to have the opportunity to take part in this year’s 8th Hongqiao International Economic Forum (HQF), and to exchange views with you on the relevant issues. The current global situation is highly complex. Humanity faces immense challenges not only with respect to peace and war, but also in the resurgence of protectionism in some countries which poses grave challenges to free trade and the international order. At the same time, it has become urgent for humankind to deliberate on how to reconstruct the international trading system, and to ensure that the Global South has a stronger voice on major global issues, including trade, so that their interests are fundamentally safeguarded.

Furthermore, we all know that AI is bringing about profound and sweeping changes across the world. We must ensure there is no AI divide, and that everyone can take part in this transformation. I believe that the HQF provides a rare opportunity for representatives from across the world to engage in dialogue and to explore a wide range of possibilities in order to defend free trade, safeguard peace promote stable development for all humanity and avert conflict. In my view, these represent the most critical issues and challenges facing humanity today, and they are closely related to the Global Governance Initiative proposed by President Xi Jinping of the People’s Republic of China. This initiative provides humankind with valuable ideas and guidance on how to pool collective wisdom and propose better solutions to the pressing global challenges we face today, offering constructive approaches to issues requiring urgent attention.

I sincerely wish the 8th HQF every success and I look forward to meeting you all again in Shanghai to exchange views on these major issues to promote world peace, defend free trade and ensure the fundamental interests of humanity are better safeguarded. Thank you very much.
