大家好，我是中国社会科学院世界经济与政治研究所所长廖凡。很高兴能够参加第八届虹桥国际经济论坛。当前，世界百年变局加速演进，和平与发展的时代潮流没有改变，但新威胁、新挑战有增无减，世界进入新的动荡变革期，全球治理走到新的十字路口。在这样的背景下，虹桥论坛以鲜明的主题、前沿的议题和务实的态度。不仅搭建起思想对话的高端平台，更成为推动多边合作与全球治理的行动号角，彰显出中国坚定不移建设开放型世界经济、践行真正多边主义的大国担当。

本届论坛，我特别关注开幕式候场交流环节，期待与全球政商学界嘉宾面对面沟通、交流。在分论坛《世界开放报告2025》发布暨国际研讨会中，我将发布最新一期世界开放指数，聚焦跨境数据流动、全球产供链价值链重塑、全球南方工业化等热点议题，为推动普惠包容的经济全球化贡献力量。

我衷心祝愿第八届虹桥论坛圆满成功，期待与各位嘉宾相聚上海，携手迎接新机遇、共创更加开放的新未来。谢谢。

Hello everyone，I am Liao Fan, Director of the Institute of World Economics and Politics at the Chinese Academy of Social Sciences and it is a great pleasure to participate in the 8th Hongqiao International Economic Forum (HQF). Amidst accelerating transformations unseen in a century, the overarching trends of peace and development remain unchanged. However, new threats and challenges continue to emerge, plunging the world into a phase of turbulence and transformation, and bringing global governance to a new crossroads. Against this backdrop, the HQF, with its clear themes, forward-looking topics and pragmatic approach, has not only established itself as a high-level platform for intellectual dialogue, but has also become a catalyst for multilateral cooperation and global governance. It reflects China’s firm commitment to building an open world economy and practising true multilateralism.

At this year’s Forum, I am particularly looking forward to the Warming-up Session before the opening ceremony, where I hope to engage in face-to-face dialogues with leaders from government, business and academia. During the sub-forum on the release of the World Openness Report 2025 and international symposium. I will unveil the latest World Openness Index, focusing on key issues such as cross-border data flows, the restructuring of global industrial and value chains, and industrialisation in the Global South, all aimed at advancing inclusive and sustainable economic globalization.

I warmly wish the 8th HQF every success. I look forward to meeting all distinguished guests in Shanghai, as we join hands to embrace new opportunities and co-create a more open future. Thank you.
