我是罗思义，中国人民大学重阳金融研究院高级研究员，曾任伦敦经济与商业政策署署长。很高兴出席第八届虹桥国际经济论坛，并就“开放贸易与安全发展”发表演讲。

这一议题尤为重要，因为近80年来首次出现了威胁开放型国际贸易发展的情况。这种威胁来自美国的保护主义措施违背了经济理论，也被实践证明无效。全球化为包括全球南方在内的世界带来巨大益处-在全球框架下使13亿多人摆脱贫困。习近平主席提出的全球治理倡议，为解决这些问题提供了重要框架。其核心是“人类命运共同体”并提出重构全球贸易、提升全球南方地位等主张。

中国已成为最有力支持开放贸易框架的经济体。当今国际贸易中出现了三大趋势：第一，美国转向保护主义。第二，全球南方地位不断提升。第三，中国在多个重大产业中成为技术引领者，实现了前所未有的发展。我期待在虹桥国际经济论坛与各位探讨这些问题。衷心祝愿论坛成功，并期待在上海相见。

I’m John Ross, Senior Fellow at Chongyang Institute for Financial Studies, Renmin University of China, and former Director of Economic and Business Policy for the Mayor of London. It’s a pleasure to attend the 8th Hongqiao International Economic Forum and speak on “Open Trade and Security Based Development”.

This issue is particularly important because, for the first time for almost 80 years, a threat to the extension of open international trade is taking place — coming from U.S. protectionist measures such steps are contrary to economic analysis and theory and as fully confirmed by economic practice. Globalisation brought tremendous benefits to the world, including the “Global South” - providing a global framework lifting over 1.3 billion people from poverty. President Xi Jinping’s Global Governance Initiative provides a framework for analysing and dealing with these issues— both in its underlying conclusion of the “common destiny of humanity” and proposals regarding restructuring global trade, the increasing weight of the Global South, trade and security and other issues.

China has become the most powerful economy supporting an open trade framework. Three big tendencies are now appearing in international trade. The U.S. turn to protectionism. The increasing weight of the Global South. China achieving what no developing country has ever achieved before on anything like China’s scale – becoming a technological leader in major industries. At the Hongqiao International Economic Forum I look forward to discussing these issues, extend my sincere wishes for its success and hope to meet you all in Shanghai.
