Customs Clearance Notice for the 8th China International Import Expo 2025

The Customs of the People’s Republic of China shall exercise supervision over the entry and exit of materials for the 8th China International Import Expo 2025 (hereinafter referred to as “CIIE”) in accordance with the provisions of the Customs Law of the People’s Republic of China, the Law of the People’s Republic of China on Import and Export Commodity Inspection, the Law of the People’s Republic of China on the Entry and Exit Animal and Plant Quarantine, the Frontier Health and Quarantine Law of the People’s Republic of China, the Food Safety Law of the People’s Republic of China, and the Regulations of the People’s Republic of China on Import and Export Duties. During the CIIE, customs officers will be stationed in the Comprehensive Service Area of the National Exhibition and Convention Center (Shanghai) to provide relevant consultation services.

For exhibition articles temporarily imported for the CIIE, the National Exhibition and Convention Center (Shanghai) Co., Ltd. (hereinafter referred to as the “NECC”) shall provide a guarantee to Shanghai Customs. Overseas exhibitors or their designated official freight forwarders, presenting the Certification for Import Goods for the 8th China International Import Expo 2025 (Annex 1) and the List of Import Goods for the 8th China International Import Expo 2025 (Annex 2) issued by the NECC, shall be exempted from submitting separate guarantees to Customs for each item.

I. Registration

The NECC will complete customs registration for the Expo in advance through the international trade “Single Window” platform, employing the model of “one registration, multiple batch submissions of lists” for customs formalities, thereby ensuring expedited clearance of expo materials upon arrival at the port.

II.Approval and Entry of Exhibits

Exhibition articles such as inbound animals and plants and special items, which require quarantine and approval (listed in Annex 3), must have applications submitted by exhibitors prior to entry. Entry shall only be permitted after obtaining approval from Customs.

Exhibits must comply with the Restriction List for Inspection and Quarantine during the 8th China International Import Expo 2025 (Annex 4, hereinafter referred to as Restriction List) and the Prohibition List for Inspection and Quarantine during the 8th China International Import Expo 2025 (Annex 5, hereinafter referred to as Prohibition List).

III.Declaration of Imported Materials

For the CIIE, temporarily imported goods shall be processed under an integrated customs clearance model. The NECC, or its designated main freight service provider, shall complete the declaration formalities with Shanghai Customs, while the port customs authorities will carry out inspection and release procedures. For CIIE materials imported under other trade methods, foreign exhibitors or their agents shall undertake customs formalities in accordance with prevailing regulations.

For goods temporarily imported under an “ATA Carnet”, the competent customs authorities shall examine and endorse the relevant documents. The period for re-export shall be consistent with the validity period of the carnet.

IV.Inspection and Release of Exhibits

Exhibits imported for the CIIE shall undergo inspection, quarantine, and other requisite procedures in accordance with regulations. Should special circumstances necessitate on-site inspection within the exhibition halls, an application may be submitted by the NECC or its appointed main freight service provider. Upon customs approval, the exhibits may be transported to the exhibition venue for inspection. The NECC must provide the necessary office space and inspection facilities. Exhibits found to be in compliance after inspection shall be released by the customs officers responsible for the inspection.

V.Supervision during the CIIE

During the CIIE, customs authorities shall dispatch personnel to exercise on-site supervision as stipulated by law. The NECC, main freight service providers, and exhibitors must adhere to customs regulations regarding the presentation and sale of exhibits and cooperate fully with customs in the execution of supervisory duties.

VI.  Disposal of Exhibits

(I) Consumption of the Articles Used for CIIE

The NECC shall urge exhibitors to submit a written notification to Shanghai Customs in advance, detailing the anticipated consumption of exhibition supplies. This notice should specify the intended methods of use for the supplies (such as trial use, tasting, distribution) and the corresponding quantities (which must be reasonable and commensurate with the scale of the event). Exhibitors planning to provide samples for trial, tasting, or distribution must possess appropriate certificates of conformity (such as official certificates from the country of exhibition, third-party inspection reports, exhibitor’s own inspection reports, or declarations of conformity).

For the following categories of exhibition supplies imported for the CIIE, the Customs will assess their quantity and total value based on actual circumstances. For those falling within reasonable limits, duties as well as import VAT and consumption taxes shall be exempted in accordance with relevant regulations:

1. Small samples used during the exhibition (excluding alcoholic beverages, tobacco products, and fuel), including original imported samples or those manufactured on site from imported bulk materials during the CIIE. Such goods must meet the following conditions:

   (1) Provided free of charge by the exhibitor and exclusively distributed without charge to visitors for their use or consumption during the CIIE;

   (2) Of low unit value and intended as advertising samples;

   (3) Not suitable for commercial use, with unit sizes significantly smaller than the minimum retail packaging;

   (4) In the case of food and beverage samples not distributed in packaging as stipulated in item (3) above, they must be demonstrably consumed during the event.

2. Materials consumed or damaged during operational demonstrations of displayed machines or devices.

3. Low-value items consumed in the setup or decoration of temporary exhibition booths.

4. Promotional materials distributed free of charge to visitors during the CIIE.

5. Documents, forms, and other papers used for the CIIE.

If exhibition supplies specified in item 1 exceed the permitted import limits, the excess portion shall be subject to applicable duties and taxes in accordance with the law. For items listed under points 2, 3, and 4, which are not used or have not been fully consumed, they must be re-exported; items not re-exported must undergo necessary import formalities as stipulated.

(II)Sale after the CIIE

For exhibition goods retained and purchased after the CIIE, the NECC or its designated official logistics provider shall, in accordance with relevant customs regulations, uniformly complete the import formalities. For goods subject to licensing, the relevant permits must be obtained.  

Imported exhibit goods included in the cross-border e-commerce retail import list may, upon the conclusion of the exhibition, be transferred into customs special supervision zones or bonded logistics centers (Type B) (hereinafter referred to as “regional centers”) that are registered with customs. Those that meet the requirements may be sold under the cross-border e-commerce bonded retail import model.  

(III)Re-exportation

Exhibition goods temporarily imported for the CIIE must be re-exported within the time frame stipulated by the Customs.  

For temporarily imported CIIE exhibits not covered by ATA Carnets, which are transferred after the CIIE into the Customs special supervision zones and bonded supervision venues (exhibited automobiles shall be transferred to customs special supervision zones and bonded venues designated for automobile bonded storage), clearance will be finalized and the case closed upon completion of relevant customs procedures.  

(IV)Extension of Exhibits

If the temporary import of exhibition goods for the CIIE genuinely requires an extension of the re-exportation period, an extension must be applied for in accordance with regulations through Shanghai Customs.  

(V)Bonded Exhibition and Trade

Upon providing guarantees, enterprises located within regional centers may transfer bonded goods to the CIIE exhibition halls outside the regional centers for display and sales.  

VII.Journalists’ Recording Equipment

Journalistic equipment temporarily imported by foreign media for the CIIE shall be cleared through customs in accordance with the General Administration of Customs Announcements No. 104 [2008], No. 19 [2009], and No. 31 [2009].  

Materials entering or leaving China for the CIIE without proper clearance procedures will be handled by customs in accordance with relevant laws and regulations.  

Matters not specified in this notice shall be processed in accordance with the applicable laws and regulations.
