Facilitation Measures of the Customs for the 8th China International Import Expo 2025

I. To Issue Customs Clearance Notice and Provide Guidelines on Customs Clearance.

The publication of the Customs Clearance Notice for the 8th China International Import Expo 2025, Restriction List for Inspection and Quarantine during the 8th China International Import Expo 2025, and the Prohibited List for Inspection and Quarantine during the 8th China International Import Expo 2025, will provide detailed guidance to overseas exhibitors.

II.To Set up Designated Customs Office for CIIE.

The Shanghai Customs, specifically the Shanghai Exhibition Center Customs, will serve as the regular institution for Customs services for the 8th China International Import Expo 2025 (hereinafter referred to as the "Expo"), ensuring Customs supervision and service support throughout the Expo.

III.To Deepen Technological Applications and Create an Intelligent Supervision & Service Mode.

Using the cross-border trade management big data platform and information technology, comprehensive supervision services will be provided for exhibitors and exhibit information. This will create a digital, intelligent, efficient, and integrated supervision and service model for the Expo.

IV.To Dispatch Personnel on-site and Provide Customs Services.

During the Expo, Shanghai Customs will assign personnel to be stationed at the National Exhibition and Convention Center (Shanghai) to provide customs clearance, supervision, consultation, and other services.

V.The Organizer to Offer Guarantee to Lighten the Burden on Overseas Exhibitors.

For exhibits temporarily entering the country for the Expo, the National Exhibition and Convention Center (Shanghai) Co., Ltd. will provide a bank guarantee or customs duty guarantee insurance to Shanghai Customs. Overseas exhibitors or their designated main transportation service providers, holding the Certification for Import Goods for the 8th China International Import Expo 2025 and the List of Import Goods for the 8th China International Import Expo 2025 issued by the National Exhibition and Convention Center (Shanghai) Co., Ltd., will be exempt from submitting individual guarantees for each item to Customs.

VI.To Conduct Examination and Approval in the Nearest Customs for Better Facilitation.

For inbound animals and plants, their products, animal- and plant-derived foods, traditional Chinese medicinal materials, and other items requiring inspection and quarantine administrative approval for the China International Import Expo (CIIE), Shanghai Customs and relevant local customs authorities shall be entrusted to handle approval procedures locally. Relevant approvals must be completed within three working days. In accordance with the principle of “convenience and operability,” Shanghai Customs shall be authorized to accept and review applications from overseas producers of imported aquatic products, dairy products, and bird’s nest intended for sale within the exhibition area. Overseas on-site evaluations shall be waived. Upon approval, the General Administration of Customs shall issue temporary registration certificates, which shall be valid solely for use during the expo and within the designated exhibition zone.

VII.To Set up a Special Channel to Give Priority to the Procedures.

Major ports will be equipped with VIP access lanes, designated customs declaration counters for inbound exhibits, and dedicated inspection channels for the CIIE. Customs procedures such as declaration, inspection, sampling, and testing shall be prioritized and processed under a “release-upon-inspection” mechanism.

VIII.To Consolidate Regulatory Measures and Extend the Temporary Entry Period of the Exhibits Under the ATA Carnet.

Regulatory and support measures adopted during previous editions of the CIIE shall be institutionalized. Customs shall align the deadline for the re-export of temporarily imported goods under ATA carnets with the validity period of the carnet itself.

IX.To Promote Access Negotiations and Expand the Categories of Imported Exhibits.

Efforts will be made to advance quarantine access negotiations with participating countries or regions, expedite risk assessments, and support the exhibition and future trade of agricultural and livestock products with acceptable risk levels, thereby broadening the range of inbound exhibition items.

X.To Shorten Approval Timelines and Streamline Quarantine Procedures for Special Items.

Priority will be given to the review of health and quarantine applications for special items imported for exhibition at the CIIE. For items intended solely for display, the approval period shall be shortened to within three working days. For special items temporarily imported for exhibition, simplified application materials will be accepted for post-expo re-export quarantine procedures.

XI.To Simplify Inbound Procedures to Facilitate the Exhibition of Food and Cosmetics.

Food and cosmetics exclusively for exhibition purposes are exempt from the requirement of Chinese labeling and sampling inspections, as well as the verification of consignor and consignee registration documents. For products intended for moderate trial use or tasting, samples may be tested prior to the exhibition based on a risk assessment of safety, and they are exempt from Chinese labeling. Products for limited on-site sales during the exhibition are also exempt from Chinese labeling requirements.

XII.To Simplify the Exit Procedures and Facilitate the Disposal of Exhibits after the Expo.

Exhibits temporarily imported for the CIIE (excluding exhibits temporarily imported under ATA Carnet) may be transferred to Customs Special Supervision Zones and bonded warehouses after the conclusion of the event. Exhibits such as vehicles should be transferred to customs zones and bonded areas where bonded automobile storage services are available. Customs will authorize the clearance and closure of these items.

XIII.To Support Cross-border E-commerce Business and Promote Online-Offline Integration.

Exhibited items on the cross-border e-commerce retail import list may be moved to Customs Special Supervision Zones or Bonded Logistics Centers (Type B) after the exhibition ends. For eligible items, sales can proceed under the cross-border e-commerce model for bonded retail imports.

XIV.To Support Exhibition of Cultural Relics and Promote Preferential Tax Policies.

Exhibits recognized as cultural relics by the national cultural heritage authority are allowed to be temporarily imported for exhibition or displayed in bonded form. For cultural relics sold during the exhibition that are approved for purchase by domestic consumers by the national cultural heritage authority, tax exemptions for import may be applied in accordance with the tax policies for imported exhibits during the CIIE exhibition period.

XV.To Prioritize Testing and Relevant Certifications for the Vehicles of Eligible Exhibitors.

Exhibitor vehicles that have completed individual certification and obtained the China Compulsory Certification (CCC) certificate, and which have fulfilled the National VI environmental information disclosure requirements under the "Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution," will be prioritized for inspection by Customs, which will then issue the relevant certification according to the law.

XVI.To Expand the Scope of Exhibits and Allow Animal and Plant Products and Food to Participate without Quarantine Certificate.

Plant and animal products, as well as plant and animal-derived food, that are from areas free of epidemics but have not been granted import inspection and quarantine entry, are allowed to enter and participate in the exhibition. For those requiring quarantine approval, Shanghai Customs will handle the process in accordance with special approval procedures authorized by the General Administration of Customs.

XVII.To Streamline Certificate Requirements for Certain Products.

For plant and animal-derived foods that have eliminated the risk of spreading plant and animal diseases, the requirement to provide official sanitary or plant and animal quarantine certificates issued by the exporting country or region may be waived.

XVIII.To Support Bonded Exhibition and Sales, and Expand the Spillover Effect of the CIIE.

Enterprises registered with Customs in Customs Special Supervision Zones, Bonded Logistics Centers (Type B), or other bonded regulatory places approved by the General Administration of Customs and meeting relevant conditions (hereinafter referred to as regional places), are allowed to submit bonded goods with guarantees and transport them outside the regional places for bonded display, transactions, and other business activities.
