Buyer Registration for the Second China International Import Expo Answers to Hot Issues

I. Who are the buyers of the Second CIIE?

A: Buyers generally refer to industry-related traders, scientific researchers, government management personnel, the personnel of intermediary organizations, etc. The buyers of the Second CIIE are industry insiders from enterprises, government organs, public institutions, social organizations, etc. corresponding to the industry setting of the exhibition area of the Second CIIE.

According to whether a buyer belongs to a trade mission, the buyer can be classified as a trade-mission buyer or a non-trade-mission buyer. Buyers are primarily organized into groups; and these groups are classified into those for trade missions from all provinces, autonomous regions, municipalities, independently planned cities and the Xinjiang Production and Construction Corps, as well as those for regional trade missions, the trade missions of central enterprises and the National Health Commission. Non-trade-mission buyers are visitors who sign up as overseas units and are not classified into trade missions.

II. How can a buyer sign up to visit the Second CIIE?

A: Please enter the official website of the CIIE (www.ciie.org) and conduct online registration through "Enterprise and Business Exhibition" - "Buyer" - "Pre-registration".

In order to maintain professionalism among visitors, domestic buyers from government organs, public institutions and social organizations must sign up with invitation codes from trade missions or trade sub-missions. These invitation codes can be obtained by contacting the relevant trade mission according to the relevant territory. For the contact information of the trade missions, please check the "Enterprise and Business Exhibition" - "Buyer" - "Trade Mission" columns on the official website of the CIIE.

The Second CIIE has opened an invitation code-free registration channel for enterprise buyers in order to facilitate the registration of private enterprises and SMEs. For enterprise buyers during registration, if there is no invitation code from a trade mission or trade sub-mission after selecting the "enterprise" category, you can click the "No invitation code for now" option to register; and after your registration is approved, your enterprise will be classified into the corresponding trade mission or trade sub-mission automatically by the system according to the provided registration information.

After registration, buyers can enter the official website of the CIIE and click the "Enterprise and Business Exhibition", "Buyer" and "Buyer Login" columns in sequence to review and modify the information that they have already submitted, and they can check the progress of the relevant processes including those for reviews and certificate-making.

All buyers must register online in advance, as the Second CIIE will not accept on-site registrations.

III. Are buyers eligible to visit the exhibition after registration?

A: After buyers fill in their work unit and personnel information as required, a work unit and personnel information review will commence, after which certificate-making and issuing will occur if all of the preceding procedures pass. After obtaining their certificates, buyers can visit the exhibition in accordance with the relevant stipulations.

IV. What else do buyers need to do after completing registration and submission?

A: The trade mission will first review the information on the organizations, and the personnel information of those that pass review will be labeled according to their specific types, locking-in their submitted status. Meanwhile, buyers will receive payment notices. After buyers log into the system and successfully complete their payments, they will find that their personnel status is marked as “waiting for review.” Please wait patiently for the personnel information review results. (Note: when the personnel status is marked as “unpaid,” buyers can submit certificate handling requests and complete payment.)

V. When is the deadline for buyer registration?

A: The deadline for buyer registration is September 30, 2019. Please register at the official website of the China International Import Expo before the deadline.

VI. How can individuals register?

A: You can register through the buyer registration channel. Please fill in the information of your organization, as well as your personal information. For details, please see "Question II".

VII. How can a buyer join a trade mission?

A: The trade missions of the Second CIIE primarily include trade missions from all provinces, autonomous regions, municipalities, independently planned cities and the Xinjiang Production and Construction Corps, as well as regional trade missions, and the trade missions of central enterprises and the National Health Commission.

General buyers can apply to the secretariats of regional trade missions to join them according to the principles of territorial management , obtain invitation codes, and accept the management of the trade missions. The secretariats of regional trade missions are generally located at the provincial departments in charge of commerce. See the official website of the CIIE and the "Enterprise and Business Exhibition", "Buyer" and "Trade Mission" columns for detailed contact information of the trade missions.

Buyers related to central enterprises can apply to the secretariats of the trade sub-missions of these central enterprises to join them, obtain invitation codes, and accept the management of the trade sub-missions in accordance with their subordinate relationship. The secretariat of the trade sub-mission of each central enterprise is generally located at their headquarters.

Institutions under the management of the National Health Commission of the PRC shall join the trade mission of the National Health Commission as required.

VIII. Do buyers who already hold invitation codes from trade missions or trade sub-missions need to register online?

A: Yes. If a buyer already holds an invitation code from a trade mission or a trade sub-mission, it indicates that the buyer belongs to a trade mission or a trade sub-mission. He/she should also register online on the official website of the CIIE. Please refer to Question II to learn how to register.

IX. How can admission certificates be obtained?

A: For buyers who join trade missions, they can choose their own method for obtaining certificates, e.g. express delivery (limited to domestic addresses) or having the trade missions collect and deliver them in their place. Express delivery is recommended, and no delivery fee is required. With express delivery, please fill in an address valid within the next 6 months. After the certificates are sent, buyers can enter the official website of the CIIE and click the "Business Exhibition", "Buyer" and "Buyer Login" columns in sequence to check the relevant delivery information. For buyers who haven't joined trade missions, the system will inform them on matters pertaining to obtaining certificates by email.

X. How do buyers inquire about the progress of their registration?

A: After buyers submit their registration information online, related notices will be sent to the buyers' registered e-mail addresses (applicable to overseas buyers) or via text message (applicable to domestic buyers). Buyers can enter the official website of the CIIE and click the "Business Exhibition", "Buyer" and "Buyer Login" columns in sequence to view the progress of their registration.

XI. If a buyer has paid for a certificate but cannot participate in the expo, can the certificate be refunded? Or, can someone else be admitted?

A: After payment, personnel information review procedures will commence. If these reviews fail, a text message will notify the buyer to enter the official website of the CIIE and click the "Business Exhibition", "Buyer" and "Buyer Login" columns in sequence to process a refund, with the payment returned according to the original method of payment. If the review passes, the certificate-making process will automatically commence, after which no refunds or replacements can be processed.
