Dialogue on the Second Hongqiao International Economic Forum Held in Beijing 发布日期: 2019年10月17日

 On the afternoon of September 17, 2019, the Dialogue on the Second Hongqiao International Economic Forum was held in Beijing. Chen Chao, deputy director of the Department of International Trade and Economic Affairs of the Ministry of Commerce, and Kong Fu’an, deputy director of the China International Import Expo Bureau, attended the Dialogue and delivered speeches. Sun Maosong, Executive Vice President of the Institute of Artificial Intelligence of Tsinghua University and Chief Scientist of the National Program on Key Basic Research Project of China[A1] , Wang Jian, Professor of the School of International Trade and Economics[A2]  of the University of International Business and Economics[A3]  and Director of the APEC Cross Border E-commerce Research Center For Innovation and Development[A4] , Wang Huiyao, Founder and Chairman of the Center for China & Globalization (CCG)[A5] , and Qu Weixi, Vice President of the Chinese Academy of International Trade and Economic Cooperation[A6]  of the Ministry of Commerce, as well as Liu Minghua, Innovation Partner for Deloitte China, and Lan Zhenzhen, Vice President of L’Oreal China, discussed and analyzed issues of the Second Hongqiao International Economic Forum (hereinafter referred to as SHIEF).

    Chen Chao, deputy director of the Department of International Trade and Economic Affairs of the Ministry of Commerce, introduced the background and significance of SHIEF’s activities, as well as its agenda setting, thematic issues and attendees. SHIEF will be held on November 5, 2019. Overall, it will adopt the “1 + 4” form of the first HIEF, namely one opening ceremony (main forum) plus four parallel sessions. The opening ceremony will be held on the morning of November 5, and leaders of relevant countries and regions will be invited to attend and deliver speeches. The four parallel sessions will be held simultaneously on the afternoon of November 5. Each parallel session includes two parts: Part I and Part II. For Part I, leaders of relevant countries and regions and heads of international organizations will be invited to deliver speeches. For Part II, global business leaders and renowned scholars will be invited for interactive discussion. The forum is themed with “Opening-up and Innovation for Win-win Cooperation”, while the issues for the four parallel sessions are “Opening-up, Regulation and Business Environment: the Role of Governments and Perspectives of Multinationals”, “Artificial Intelligence and Innovation Development: Ideas, Technology and Markets”, “WTO Reform and Free Trade Agreements: Options and Prospects”, “E-commerce in the Digital Era: New Platform and New Vision (the Global E-Commerce Forum)”. The forum aims to seize the new trend of global economy, tackle with the new challenges of global economic development, highlight open development and innovation, and explore the path and prospects for the revitalization of the world economy with “Hongqiao Wisdom” and “Hongqiao Proposal”.

    The hosts of SHIEF are the Ministry of Commerce and the Shanghai Municipal People’s Government. The partners are such international organizations as the World Trade Organization (WTO), the United Nations Conference on Trade and Development (UNCTAD), the United Nations Industrial Development Organization (UNIDO), the United Nations Development Programme (UNDP) and the International Trade Centre (ITC). Around 1,500 guests will be invited to attend the opening ceremony on the morning of November 5, and 800 guests will be invited to attend each parallel session on the afternoon of the same day. The total number of participants is expected to surpass the first HIEF. At that time, it is expected that more than 50 top politicians, entrepreneurs and academics, including Roberto Azevêdo, Director-General of WTO, Mukhisa Kituyi, Secretary-General of UNCTAD, Jin Liqun, President of Asian Infrastructure Investment Bank, Arancha Gonzalez, Executive Director of International Trade Center, Christopher Pissarides, Winner of the Nobel prize in Economics and various Fortune 500 business leaders, will be invited to deliver speeches, discuss and solve difficult problems, seek common development and make suggestions to develop the world economy in the new era.

    Kong Fu’an, Deputy Director of the China International Import Expo Bureau, summarized the characteristics of SHIEF compared to the first HIEF, focusing on the innovation highlights of the membership system, membership rights and interests and the current registration situation. Up to now, many domestic and foreign enterprises have applied for forum membership at four levels: diamond, platinum, gold and silver. The applicants include not only foreign-funded enterprises and state-owned enterprises, but also many private enterprises, involving food, medicine, transportation, information technology, finance and other fields.

    According to Kong Fu’an, during the Second China International Import Expo, a series of high-end policy interpretation activities and other relevant activities will be held. Meanwhile, relevant ministries and international organizations will hold various activities, including policy release, authoritative analysis, in-depth interpretation, and trend study. Therefore, this will become an important platform for people from all walks of life both at home and abroad to acquire China’s latest policy of deepening reform and opening-up, promote mutually beneficial and win-win cooperation. In addition, it also serves as a rare opportunity to understand new trends, concepts and strategies of industry development.

    At the Dialogue, experts and executives had in-depth discussion on theme setting, the international impact and the expected results of the forum based on their respective fields of expertise, and made suggestions on the future development of the Hongqiao Forum. The Dialogue serves as a good platform for the public to acquire the theme, issues, objectives, significance, preparation and prospects of SHIEF.
