On November 5, 2022, the Parallel Session on International Cooperation in Protecting IPR and Fighting Against Infringement and Counterfeiting of the 5th Hongqiao International Economic Forum (Hongqiao Forum) was held at the National Convention and Exhibition Center (Shanghai). Pu Chun, member of the Party Group and Deputy Director General of the State Administration for Market Regulation, delivered a keynote speech; Li Fei, Assistant Minister of the Ministry of Commerce, and Zhang Wei, Deputy Mayor of Shanghai, delivered speeches at the forum; Wang Bingying, Deputy Director General of the World Intellectual Property Organization, sent a congratulatory letter to the forum.

Pu Chun pointed out that the past five years have been a period of planning and comprehensive promotion of China’s intellectual property rights. The Chinese government focuses on innovation, adheres to law-based governance, continues to strengthen key remedies, vigorously promotes social governance, continuously deepens international cooperation, effectively creates a market-oriented, law-based and international business environment, and achieves positive results. China will vigorously promote the construction of a strong intellectual property rights country, actively participate in global intellectual property rights governance, crack down on infringement and counterfeiting violations, strengthen collaboration with other countries in the world, and join hands to create a new situation in intellectual property rights protection.

Li Fei said that in recent years, the Ministry of Commerce has persisted in deepening exchanges with relevant countries, regions, and international organizations in the field of intellectual property, promoting the construction of a coordinated and linked international cooperation network, so that innovation and creation can benefit more people from all countries, and new progress has been made in intellectual property work. The Ministry of Commerce will continue to work with relevant departments to build an intellectual property protection system that supports an international first-class business environment and make greater contributions to advancing the world’s scientific and technological progress and contributing to the global economic recovery.

Zhang Wei said that Shanghai attaches great importance to the work of combating infringement and counterfeiting, integrating the fight against infringement and counterfeiting into the overall economic and social development, making efforts to improve the working mechanism of IPR protection, carrying out special rectification actions in key areas, and strengthening the whole chain of IPR protection. In the coming years, Shanghai will continue to strengthen IPR protection, crack down on infringement and counterfeiting, and make every effort to build a hub for international IPR protection.

On behalf of Mr. Daren Tang, Director General of WIPO, Wang Bingying expressed her warm congratulations on the forum and fully affirmed the effectiveness of China’s IPR protection. Wang Bingying said that in recent years, China had made significant achievements in the field of intellectual property, and its judicial and administrative capacity to implement intellectual property protection has been greatly enhanced, which is widely recognized by IP rights holders and the international intellectual property community. WIPO anticipates working with China and other member countries to build a balanced, inclusive, dynamic, and forward-looking global IPR ecosystem.

The parallel session was co-hosted by the Ministry of Commerce, the State Administration for Market Regulation, the National Leading Group Office for the Campaign against IPR Infringement and Counterfeits, and the World Intellectual Property Organization. Representatives from the Central Publicity Department, General Administration of Customs, Supreme People’s Procuratorate, and the Mayor of Suzhou shared their experiences, representatives from global anti-counterfeiting agencies and Tongji University delivered speeches, and representatives from relevant industry associations, Chinese and foreign enterprises, and local courts made dialogues and exchanges. Members of the National Leading Group Office for the Campaign against IPR Infringement and Counterfeits, local market regulation departments, as well as representatives of some countries’ embassies (consulates) in China, industry organizations, and enterprises participated in the parallel session.
