On November 6, 2022, the Parallel Session on High-level Institutional Opening-up in Pudong and Global Economic Governance of the 5th Hongqiao International Economic Forum (Hongqiao Forum) was held at the China National Convention and Exhibition Center (Shanghai).

In his speech, Gong Zheng, Deputy Secretary of the Shanghai Municipal Party Committee and Mayor, said that President Xi Jinping’s video message at the opening ceremony of the 5th China International Import Expo declared China’s confidence and determination to expand the opening up, and provided fundamental guidelines for Shanghai to accelerate the building of a modern socialist metropolis with world influence. Pudong is at the forefront of reform and opening up, the front line of innovation and development, and has always been an essential carrier for us to enhance the modernization of economic governance. We should firmly take the path of emancipating the mind and deepening reform, the path of opening the arms to the world and expanding opening up, and the path of going off the beaten track and making innovative breakthroughs. Meanwhile, we should focus on promoting high-quality economic development, expand high-level reform and opening up, enhance innovation-driven development capacity, further integrate into the global economic system, participate in global economic governance, better demonstrate to the world the Chinese concept, the Chinese spirit and the Chinese path, and make a new and greater contribution to global economic governance.

In his video message, Wang Shouwen, Deputy Secretary of the Party Group, International Trade Negotiator and Vice Minister of the Ministry of Commerce, said that General Secretary Xi Jinping pointed out in the report of the 20th National Congress of the Communist Party of China that we should “promote the high-level opening-up to the outside world and steadily expand the opening-up of rules, regulations, management, standards and other systems”. The Ministry of Commerce will earnestly implement the guiding principles of the 20th National Congress of the Communist Party of China and relevant essential instructions of General Secretary Xi Jinping, further increase the support for the construction of Pudong as a leading zone, and help Pudong continue to show a new look in its development and opening up.

Guo Lanfeng, member of the Party Group of the National Development and Reform Commission, delivered a video message. Wu Qing, member of the Standing Committee of the Shanghai Municipal Party Committee and Executive Vice Mayor, hosted the event, which was attended by Zhu Zhisong, member of the Standing Committee of the Shanghai Municipal Party Committee and Secretary of the Pudong New District Party Committee, and Zong Ming, Vice Mayor of Shanghai. Keynote speeches were delivered by Ren Deqi, Chairman of the Bank of Communications, David Loosley, CEO and Secretary General of the Baltic and International Maritime Council, and Robert E. Moritz, Global Chairman of PricewaterhouseCoopers.

In the interactive discussion session, Xu Beidi, Vice Chairman of the European Union Chamber of Commerce in China and President of the Shanghai Chamber, Julian Blissett, Executive Vice President of General Motors and President of General Motors China, Himanshu Chaturvedi, President of Olam China and ASEAN, Shan Guohong, Senior Vice President of Takeda and President of Takeda China, Patrick Schulz, Director of Liebherr Group and General Manager of Liebherr (China) Ltd., Huang Hai, Executive President of Fosun Kite and other global business leaders and representatives from foreign chambers of commerce participated in a fruitful discussion. The six guests told the story of engaging in, witnessing and benefiting from the reform and opening up of China and the development and opening up of Pudong. As for future development, six guests focused on the theme of Pudong’s high-level institutional opening-up and global economic governance and conducted in-depth discussions on developing biomedical industry clusters, upgrading the regional headquarters of multinational corporations, giving full play to the legislative power of Pudong Leading Area and further optimizing the business environment. Meanwhile, the guests also expressed that enterprises will make good use of Pudong’s development, opening-up and innovation policies, enhance the ability to allocate global resources, maintain the stability of the global industrial chain supply chain, better serve the new development paradigm and make positive contributions to Shanghai and Pudong’s participation in global economic governance.

A promotion event for Pudong New Area was also held at the parallel session. The successful convening of the forum will further enhance Pudong’s international influence and investment attractiveness and further contribute to the opening-up and development of the global economy.
