On November 7, 2022, the Parallel Session on Global Talent Mobility and Development of the 5th Hongqiao International Economic Forum (Hongqiao Forum), hosted by the Ministry of Commerce, co-organized by the Center for China and Globalization (CCG) and the Secretariat of the Hongqiao International Economic Forum, and supported by UN Women, was held at the National Convention and Exhibition Center (Shanghai).

Themed “Gathering Global Talents, Empowering Innovation and Development”, the forum brought together government representatives, heads of international organizations, experts and scholars from the education sector, heads of famous multinational companies and other relevant guests. They held high-level dialogues on topics such as the construction of crucial global talent centers and innovative hubs, the talent demand of multinational enterprises and the innovation of international talent policies, and the training mechanism and innovation of high-end international talents in the context of multiculturalism and multilateral cooperation.

In his opening speech, Wang Huiyao, President of Center for China and Globalization and Chairman of China Global Talent Society, pointed out that the report of the 20th National Congress of the Communist Party of China has raised the importance of talent to an unprecedented level, and it is necessary to gather international talent and discuss international talent mobility and innovation. The new journey of China’s development is also a fresh opportunity for the world’s development. With the more open and convenient flow of talent, goods and services from China and abroad, China will be more deeply integrated into the development of globalization, and the world will gain more from China’s development.

He Xian, President of the China Talent Research Association and former Vice Minister of the Ministry of Human Resources and Social Security, said that if China is to take advantage of the new round of technological revolution represented by big data, artificial intelligence and 5G technology, it especially needs to gather talents from all over the world, focus on enhancing the competitiveness of international talents, realize the talent-driven development and form a comparative advantage in international competition for talents.

Smriti Aryal, UN Women Representative in China, said that when discussing global talent development, there is a need to consider empowering women and girls and bringing their talents into full play, which is crucial for sustainable socio-economic development and demographic transformation.

Tong Shijun, Chancellor of NYU Shanghai, shared the exciting lives of international talents at NYU Shanghai on both banks of the Huangpu River, saying that it is important to gather international talents and hoping that more global talents can enjoy their own wonderful life on both sides of Huangpu River.

The Report on Global Talent Mobility Trends and Development, researched and written by the Center for China and Globalization, was launched at the forum.

The dialogue and discussion session consisted of two parts. The first part is themed “Talent Demand of Multinational Enterprises and Innovation of International Talent Policy”. David NG, Managing Director of MPG Asia, Fu Luyong, President of Laox China, Wang Mengyan, President of ETS China, Xu Yang, President of Abbott China, Jonanthan Woetzel, President of McKinsey Global Institute, and Ye Fei, President of Michelin China, conducted discussions on talent needs of multinational companies, international talent policy innovation, talent development mechanisms and other issues of concern to Chinese and foreign companies. The dialogue was moderated by Liu Hong, Deputy Director of the Center for China and Globalization, Vice President of the China Global Talent Society (CGTS) and former President of DXC Technology Greater China.

The second part is themed “Gender Perspective in Training Mechanism and Innovation of High-end International Talents”. Lan Zhenzhen, Chief Corporate Affairs and Public Linkage Officer of L’Oreal North Asia and China, Simon Lichtenberg, President and Founder of Trayton, Roberta Lipson, Founder and CEO of United Family Healthcare, Liu Bingsen, Founder and Chairman of Huayi International Fashion Culture Group and WWD China, Yang Ruikan, Partnership Commissioner of UN Women, and Anri Nakahara, Vice President of Foreign Affairs of Shiseido China, held discussions on the diversity and inclusion of talent development and corporate talent strategy from a gender perspective. The dialogue was hosted by Zoon Ahmed, a researcher from CCG.
