On November 6, the 7th Hongqiao International Economic Forum——Parallel Session of International Cooperation in Protecting IPR and Fighting Against IPR Infringement and Counterfeiting was successfully held at the National Exhibition and Convention Center (Shanghai). The event focused on international cooperation in IPR protection and fighting against IPR infringement and counterfeiting. Xu Xinjian, Chief Inspector of Anti-monopoly of State Administration for Market Regulation (SAMR), presented keynote speech. Edward Kwakwa, Assistant Director General of the World Intellectual Property Organization (WIPO), Jiang Zengwei, President of the Global Alliance for Trade in Services (GATIS), and Zhuang Mudi, Deputy Secretary-General of the Shanghai Municipal People's Government, delivered opening remarks.
On the forum, the officers from the International Criminal Police Organization and diplomats from the U.S. Embassy, the French Embassy and Japan Patent Office expressed their views on "Promoting International Cooperation on IPR Protection". The officials from the Publicity Department of the CPC Central Committee, the Ministry of Public Security, the China National Intellectual Property Administration, and Mayor of Huanggang Municipal People's Government of Hubei Province shared their experiences and practices on "Intensifying the Control of Online Infringement and Counterfeiting". Experts and reporter in related areas, as well as representatives from domestic and foreign-invested enterprises held dialogues on "Protecting Intellectual Property Rights for High-Quality Development". GATIS took the occasion to release theDigital Economy Innovation and Intellectual Property Right Development Index of Major Cities Worldwide 2024.
In recent years, China has continued to strengthen the IPR protection under the rule of law, increased the strength of administrative enforcement and judicial protection, and carried out in-depth international exchanges and cooperation. As a result, the pattern of IPR protection, characterized by integrated promotion, upward and downward mobilization, and synergistic cooperation, has seen steady improvement, which has effectively promoted the high-quality development of the economy and society. Targeting at the areas with prevalent infringement and counterfeiting activities, local authorities have strengthened the whole chain of supervision and enforcement, vigorously safeguarded the legitimate rights and interests of Chinese and foreign right holders and consumers, and continued to create a market-oriented, law-based, and internationalized business environment. The WIPO has fully affirmed China's achievements in IP protection through its previously released Global Innovation Index 2024 in which China ranks 11th, maintaining a robust momentum of innovating and leading for consecutive years.
The forum was co-hosted by the Ministry of Commerce, State Administration for Market Regulation, World Intellectual Property Organization, and Global Alliance for Trade in Services. The co-organizers included Shanghai Municipal Administration for Market Regulation, China Association of Enterprises with Foreign Investment, and Development Research Center of State Administration for Market Regulation. A total of more than 280 participants included leaders and officials from relevant ministries, administrations for market regulation, foreign embassies consulates and delegations, as well as experts, scholars, representatives from industry associations, and domestic and foreign-invested enterprises.
