HQF Preview | Registration Opens for the 9th HQF: Highlights Unveiled Release date: 2026-10-08 Source:中国国际进口博览会








The 9th Hongqiao International Economic Forum (hereinafter referred to as the HongQiao Forum, or HQF) will be held on November 5–6, 2026, at the National Exhibition and Convention Center (Shanghai). As an international public product dedicated to promoting global openness and improving global economic governance, HQF consistently observes major development trends from an open perspective, fostering global consensus for building an open world economy and a community with shared future for mankind. Public registration for guests of the 9th HQF will officially open on October 8. The highlights of this year’s Forum are now released.

HQF Theme Captures the Trend of Openness
The 9th HQF takes “Stability and Cooperation: Building an Open World Economy Together” as its theme. “Stability” reflects a practical concern and common need, emphasizing that by stabilizing expectations, rules, and industrial and supply chains, more certainty can be injected into world economic recovery and growth. “Cooperation” is an important path for responding to changes and solving difficult problems, emphasizing openness, cooperation, mutual benefit and win-win results, and expanding converging interests. “Building an Open World Economy Together” is the goal, guiding all parties to conduct in-depth discussions on how to uphold openness and improve governance under new circumstances, and to promote economic globalization in a more open, inclusive, balanced and win-win direction.

Rich Cutting-Edge and Hot Topics
Around the four segments—“Opening-up for Cooperation: Upholding Multilateralism” “Opening-up for Innovation: New Drivers of Technological Advancement” “Opening-up for Development: Green and Sustainable Globalization” and “Opening-up for Sharing: China as a Trustworthy Partner”—23 sub-forums and 7 closed-door meetings and other activities will be held. Discussions will cover topics including common openness of the world, the 25th anniversary of China’s accession to the WTO , global economic rebalancing, free trade and industrial cooperation, artificial intelligence, green development, consumption renewal, and new opportunities for Hong Kong, so as to build consensus on openness and cooperation.

Two Flagship Reports
For the sixth consecutive year, the World Openness Report and the latest World Openness Index will be released, and the Export-to-China Capacity Development Report will be released for the first time, creating two flagship reports. The former focuses on common openness of the world, providing research reference for global openness, and includes a special chapter, “China Opportunities 2.0,” to showcase new opportunities brought by China’s high-standard opening up during the 15th Five-Year Plan. The latter focuses on sharing the Chinese market, further enriching HQF’s supply of international public goods, helping more countries, especially Global South countries, improve their export capacity to China, and turning market opportunities in China into development gains.

Top International Scholars Discuss on Site
Seven top international scholars will attend on site, including Jeffrey Sachs, Professor at Columbia University; Nobel Economics Laureates Christopher Pissarides and James Heckman; Nobel Chemistry Laureates Omar Yaghi and Arieh Warshel; Nobel Physics Laureate Ferenc Krausz; and Turing Award winner Whitfield Diffie. Well-known Chinese scholars, including Zheng Nanfeng and Zhou Zhihua, Academicians of the Chinese Academy of Sciences; Yuan Shiyi, He Kebin and Lian Yubo, Academicians of the Chinese Academy of Engineering; and Zhang Yuyan, Member of the Academic Divisions of the Chinese Academy of Social Sciences, will also participate in discussions.

International Organizations Participate Widely
A wide range of international organizations, including the World Trade Organization (WTO), the United Nations Development Programme (UNDP), the United Nations Industrial Development Organization (UNIDO), the United Nations Conference on Trade and Development (UNCTAD), the International Trade Centre (ITC), the United Nations Population Fund (UNFPA), the World Food Programme (WFP),the World Intellectual Property Organization (WIPO), the International Electrotechnical Commission (IEC), the International Organization for Standardization (ISO), the IEEE Standards Association (IEEE SA), the International Chamber of Commerce (ICC), and the TIC Council, among others, will participate extensively.

Central Government Departments Co-Host
Central government departments, including the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Agriculture and Rural Affairs, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation, the National Energy Administration and the National Medical Products Administration, will co-host sub-forums and other activities, further enhancing their authority, professionalism and effectiveness.

Rich and Diverse Interaction Scenarios
For the fourth consecutive year, a warming-up event will be held, aiming to promote government-business communication, trade and investment cooperation, academic exchanges and media interactions, so that those with appointments can “arrive as scheduled,” those destined to meet can “encounter by chance,” and those interested can “interact across sectors.” HQF participants will tour and exchange in the CIIE exhibition areas, and exhibitor representatives will attend HQF, the Foreign-invested Enterprises Roundtable, and closed-door meetings on the development of U.S.-invested enterprises in China, and the development of pharmaceuticals, medical devices and cosmetics.

Publicity and Communication Channels Work in Synergy
Domestic mainstream media, well-known overseas media, the CIIE official website, WeChat official account, overseas social media platforms, and the HQF media partner matrix will work in synergy. Focusing on three stages—pre-event warm-up, in-event focus and post-event extension—they will, through multi-platform coordination and multi-format presentation, continuously release information on heavyweight guests, HQF agenda updates, guest quotes, and report and index results.
