Forum Introduction

I. Basic Information

Hongqiao International Economic Forum (Hongqiao Forum) is an important part of the CIIE. Centering on the core theme of “Global Openness” and the function of “International Public Goods”, Hongqiao Forum focuses on hot issues in the field of global opening-up cooperation. It serves as a high-end platform for international exchanges and dialogues among policymakers, business leaders, and world-renowned scholars, offering suggestions for building an open world economy and a community with a shared future for mankind, and contributing “Hongqiao wisdom” to the development of countries around the world. Starting from the 4th Hongqiao Forum, World Openness Report and the World Openness Index are released at every session. The Report will be built into a bellwether of global opening-up, a barometer of China’s high-level opening-up, and an authoritative brand of the Hongqiao Forum.

Hongqiao Forum adopts a membership system. There are currently 36 member enterprises, including 21 Diamond Members, 13 Platinum Members and 2 Elite Member from equipment manufacturing, electronic information, chips, energy, medicine, agriculture, consumer and financial industries.

II. Introduction of the 5th Hongqiao Forum

The 5th Hongqiao Forum is themed on “Stimulating Global Opening-up for Shared Opportunities of Cooperation and Development” was held from November 4 to 7. The opening ceremony of the CIIE and Hongqiao Forum (the main forum of Hongqiao Forum) and 24 parallel sessions were held, including a high-level Forum on RCEP and Higher-Level Opening-Up, International Symposium on Release of World Openness Report 2022, as well as other parallel sessions under three sections of “Opening-up: Responsibilities and Actions”, “Opening-up: Governance Mechanisms”, and “Opening-up: Sharing Achievements”.

President Xi Jinping of China delivered a video speech at the 5th China International Import Expo and the Hongqiao International Economic Forum. Li Qiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, delivered a speech at the opening ceremony, while Chinese Vice Premier Hu Chunhua presided over the opening ceremony. Li Shulei and Chen Jining, members of the Political Bureau of the CPC Central Committee, delivered speeches at related parallel sessions. Indonesian President Joko Widodo, Sri Lankan President Ranil Wickremesinghe, Mauritanian President Mohamed Ould Ghazouani, Mozambican President Filipe Jacinto Nyusi, Belarusian President Alexander Grigoryevich Lukashenko, Guyanese President Mohamed Irfaan Ali, and Solomon Islands Prime Minister Manasseh Sogavare, as well as WTO Director-General Ngozi Okonjo-Iweala, IMF Managing Director Kristalina Georgieva, and UNIDO Director General Gerd Müller, delivered speeches via video.

With a focus on hot topics in global open cooperation, the 5th Hongqiao International Economic Forum covered a wide range of topics, including enterprises acting on Global Development Initiative, South-South cooperation to accelerate sustainable industrialization, new prospects for China and new opportunities for the world, digital economy, digital trade, advancing supply chain sustainability through cooperation, industrial Internet enabling manufacturing industry to achieve high-quality development, food security, capital market expanding opening-up, healthcare, trade in services innovation, global aging, emergency management, intellectual property, finance supporting stability of supply chain and green and low-carbon development, global talent mobility, corporate integrity and compliance, high-level opening-up in Pudong and Hongqiao Hub construction, retrospect and prospect of US-funded enterprises and CIIE at the fifth anniversary, etc.

A total of 385 guests delivered speeches or participated in parallel sessions online and on site, including 9 dignitaries at or above the vice-state level, 68 provincial and ministerial-level dignitaries, 3 Nobel laureates, and 47 well-known experts and scholars such as Yifu Lin, as well as executives from Fortune 500 companies and industry leaders, delivered speeches or participated in discussions online and offline. Six well-known international organizations, including UNIDO, UNFPA, UNGC, UNISDR, ITC, and WIPO, co-hosted a parallel session; while 9 central ministries and commissions, 4 local provincial and municipal governments, 4 professional think tanks and universities cooperated in hosting parallel sessions in their professional fields. Seventeen professional reports, including the World Openness Report 2022, were released during the event.
