Plan for the On-site Supporting Events of the First China International Import Expo

To make a great job of the on-site supporting events of the First China International Import Expo (hereinafter referred to as the “CIIE”) and enhance the effects of the expo, a plan is hereby laid out. 

I Basic Idea

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we focus on the “extraordinary” and stick closely to the targets of the CIIE. In addition, we reference experiences from other world-class forums with a view to enrich their functions, enhance their values and promote trade volume at the expo. Moreover, we take full advantage of the expo resources and mobilize the initiative of all parties to organize on-site supporting events at a high level and with high quality. We would like to do everything we can to develop the CIIE into a world-leading expo and promote its sustainable and sound development. 

II Main Principles

--Keep to the positioning of the expo and highlight international features 

The CIIE positioning as an open cooperation-promoting platform, an international public product and a landmark project of opening-up should be maintained. Additionally, based on the fact that both exhibitors and exhibits will be coming from overseas, the international requirements across activity screening, guest and visitor invitation, policy support, etc. should be highlighted. 

--Consider the needs of all parties and focus on major events 

The needs of exhibitors, purchasers, intermediaries and other parties should be met, and the policies, public benefit and commercial nature of the events, as well as the balance between event volume, hardware and security requirements, should be carefully considered. Centering on the themed positioning of the CIIE, we will primarily arrange events that can directly improve the value of the expo, such as policy interpretations, trade promotion and new product releases. 

--Actively explore innovation and create highlight activities 

New ideas, new formats and new patterns will be actively used to promote the innovation of on-site activities in design, implementation and management. Modern information technology and high-tech means will be fully utilized to propel the informatization and intelligence of links across organization, implementation and publicity, optimizing activity experiences and improving activity effects. 

--Organize by category for approval and implement via uniform arrangement 

Based on actual preparations, the Secretariat of the Office of the Preparatory Committee, the Investment Promotion Guidance Team and the China International Import Expo Bureau will respectively screen and submit relevant activities for approval. The China International Import Expo Bureau and the National Exhibition and Convention Center (Shanghai) will make uniform arrangements to implement all of the relevant work. 

--Strengthen activity reviews and clarify responsibilities

In accordance with the principle that “organizers, submitters and approvers are all responsible”, the responsibilities for on-site activities should be clarified. Pre-reviews and on-site monitoring of organizers, undertakers, activity content, views and behaviors should be strengthened, and a complete emergency plan should be worked out. Shanghai is required to strengthen its monitoring and crack down on illegal actions, such as activities in the guise of the CIIE outside of the venue. 

III Overall Arrangement

(I) Volume control 

To embody the targets of the CIIE, ensure the quality of on-site activities and stick to the principles of selecting the best of the best, highlighting key activities and avoiding excessive and low-quality activities, activity volume should be range controlled, in combination with the available resources of the venue. 

There are 56 sites across 6 categories. The general feature is that the number of sites is adequate, but only a few sites are available for large activities. Thus the demands of actual activities may not be met. There are only 8 sites that can accommodate audiences of 300: the Central Square, the main forum venue, 4 venues for parallel forums, the East Hall and the grand ballroom of the InterContinental Shanghai NECC. There are another 48 available conference rooms, including 30 rooms at the venue and 18 in the supporting office building. If each person occupies 2 m2, among 48 conference rooms, 40 rooms can accommodate 50-120 persons and 8 rooms are available for 180-270 persons. 

(II) Structural optimization

To reference the experiences of other world-class forums, satisfy the needs of exhibitors and businessmen, enhance international exchange and expand trade volume, the priority should be given to policy interpretation activities that serve a new round of high-level opening-up strategies and the expanding of imports, supply-demand matchmaking conferences, signing ceremonies and the release of new products, new technologies and new concepts by Fortune Global 500 enterprises and industry leaders. This is to promote the trade volume of the expo, activities sponsored by domestic and overseas institutions and enterprises, partners and sponsors of the expo who have played a significant role in extending exhibition invitations and its investment promotions, as well as other relevant activities of the exhibition industry. The gross volume of the above activities should not be lower than 80%. Ordinary public benefit forums, investment promotions or other similar activities should be strictly controlled with regards to gross volume. In principle, commercial profit-making activities by relevant units on this occasion will not be arranged. 

(III) Main types

As revealed by investigation, the on-site supporting events of the first CIIE can be divided into six types: (1) banquets and party, including business circle evening parties during the opening ceremony, breakfast parties, luncheons and cocktail parties; (2) release activities, including the release of new products, new technologies and new concepts by exhibitors, brand promotion events, fashion shows, professional games and product experience opportunities; (3) forums, including policy interpretation and authoritative release; (4) matchmaking and signing events, including supply-demand matchmaking conferences and purchase signings; (5) national theme activities, including national commodities, services and cultural promotion; and (6) online shopping. Well-known e-commerce platforms will sell the products of the first CIIE online to enhance their sense of participation and the sense of gain for off-site consumers. 

(IV) Division of work

1. Supporting events held by participating countries (regions), participating international institutions, significantly influential international organizations and members of the Preparatory Committee should be gathered by the Secretariat of the Office of the Preparatory Committee and submitted for approval after making comments about the arrangement together with the China International Import Expo Bureau. 

2. Supporting events held by provinces, autonomous regions, municipalities, people’s governments of municipalities with independent planning status and the Xinjiang Production and Construction Corps (local trading groups), Central Government-owned Enterprises Trading Group and its branches, industry organizations and enterprises playing an important role in organizing purchasers should be gathered by the Investment Promotion Guidance Team and submitted for approval after making comments about the arrangement together with the China International Import Expo Bureau. 

3. Activities organized by Fortune Global 500 enterprises or industry leaders, institutions and enterprises making great contributions towards extending exhibition invitations and investment promotion, as well as partners and sponsors of the CIIE and other important events, should be gathered together and identified by the China International Import Expo Bureau. 

(V) Principle for charges

In general, all activities are charged according to the market price. For some activities, fees can be reduced where appropriate. 

1. For policy interpretation activities that are closely related to the CIIE and that are for the pure benefit of the public, activities organized by participating countries (regions), participating international institutions, significantly influential international organizations and members of the Preparatory Committee, and activities held by the least developed countries and some developing countries, strict controls should be implemented and fees reduced if appropriate. The above activities should be collated by the Secretariat of the Office of the Preparatory Committee and submitted for approval after making comments about the arrangements together with the China International Import Expo Bureau. 

2. Activities (excluding purchase and signing activities) held by provinces, autonomous regions, municipalities, people’s governments of municipalities with independent planning status, the Xinjiang Production and Construction Corps (local trading groups), the Central Government-owned Enterprises Trading Group and its branches and industry organizations will be charged according to the market price. However, for activities like trade matchmaking and signing ceremonies, and for those that are closely related to the CIIE, for the pure benefit of the public and for which no sponsorship fees nor admission fees are collected, relevant fees can be reduced where appropriate. The above activities should be collated by the Investment Promotion Guidance Team and submitted for approval after making comments about the arrangements together with the China International Import Expo Bureau.

3. Activities organized by Fortune Global 500 enterprises or industry leaders, domestic and overseas institutions and enterprises making great contributions towards extending exhibition invitations and investment promotion, as well as partners and sponsors of the CIIE and other important events, are to be charged on a case-by-case basis by the China International Import Expo Bureau. 

(VI) Work Plan

1. The Secretariat of the Office of the Preparatory Committee, the Investment Promotion Guidance Team and the China International Import Expo Bureau will collate and submit relevant activities according to their respective divisions of work. This work should be finished by the end of June, 2018. 

2. The China International Import Expo Bureau is taking the lead in confirming the schedule and site layout for on-site activities. Relevant information should be released before the end of July, 2018. 

3. The China International Import Expo Bureau is required to establish a special working team for on-site activities which is responsible for guiding organizers to do a good job during on-site activities.
